上海国际招标有限公司受华东师范大学（“征集人”）的委托，作为征集代理，就华东师范大学临港新校区总体规划及建筑概念方案组织开展征集活动，欢迎有兴趣参与应征的申请人参加本次征集活动。本次征集将通过公开资格预审的方式从所有申请人中择优选取6名应征人参加后续应征活动。
Entrusted by East China Normal University (Solicitor）as the Solicitation Agency, Shanghai International Tendering Co., Ltd. (SITC) is organizing the Scheme Solicitation for Overall Planning and Architectural Concept Scheme for Lin-gang New Campus of East China Normal University (“Project”). SITC welcomes all Applicants who are interested in this Project to participate. Through open prequalification, six applicants (“Shortlisted Applicants”) will be selected to enter the following Solicitation Stage.
华东师范大学将国家重大战略需求和地方经济社会发展需要作为产教融合、科教融汇的“发动机”，通过构建内外协同的合作网络凝聚发展共识，有效链接地方政府、企业资源及需求，推进科研成果加速转化落地，为社会和产业发展输送高层次创新型人才。近年来，学校主动对接和服务上海自贸区临港新片区建设，积极支持临港新片区重点产业发展，形成了紧密的合作关系。2024年6月，临港新片区管理委员会与学校正式签署意向性协议，双方将在已有合作和建设成效的基础上，着眼未来，共同新建华东师范大学临港新校区，进而导入与临港新片区重点发展产业关系紧密的新兴学科和专业，集聚海内外高层次人才，开拓服务高质量创新发展的新局面。
East China Normal University (ECNU) regards national strategic demands and local economic and social development needs as the "engine" for the integration of industry, education, and science. By building a collaborative network of internal and external cooperation, it builds development consensus, effectively links local government and enterprise resources and demands, promotes the accelerated transformation and landing of scientific research achievements, and delivers high-level innovative talents for social and industrial development. In recent years, ECNU has actively engaged with and served the construction of the Shanghai Pilot Free Trade Zone Lin-gang Special Area, actively supported the development of key industries in Lin-gang Special Area, and formed a close cooperative relationship. In June 2024, Lin-gang Special Area Administration and ECNU officially signed an intention agreement. Based on the existing cooperation and construction results, the two sides will focus on the future and jointly build the Lin-gang New Campus of East China Normal University. This will introduce emerging disciplines and majors closely related to the key development industries of Lin-gang Special Area, gather high-level talents from home and abroad, and open new avenues of high-quality innovative development services.
2.1项目位置 Project Location
临港新校区建设用地位于临港核心功能区科技城板块，毗邻顶尖科学家社区和大学城，总用地面积约546.5亩（包含校园用地面积517.5亩，配套人才公寓用地面积29亩）。其中校园区域位于海洋一路-海基三路-海洋五路-兴卓路-海洋二路-才卓路围合区域，配套人才公寓位于规划C04-07地块，如图1所示。
The construction site of Lin-gang New Campus is located in the core functional area of Lin-gang Science and Technology City, adjacent to the top scientist community and university city, with a total land area of about 546.5 acres (including 517.5 acres of campus land and 29 acres of supporting talent apartments). The campus area is located in the enclosed area of Haiyang No.1 Road, Haiji No.3 Road, Haiyang No.5 Road, Xingzhuo Road, Haiyang No.2 Road, and Caizhuo Road, and the supporting talent apartments are located in the planned Plot C04-07, as shown in Figure 1.

2.2用地规模 Land use scale
本次征集设计范围为校园园区，总用地面积约517.5亩，调规后用地性质为高等教育用地，形成三个组团，如图2所示。
The design scope of this Solicitation is the campus park, with a total land area of approximately 517.5 acres. After the planning adjustment, the land nature will be higher education land, forming three clusters as shown in Figure 2.

本次征集活动的初步时间安排如下：

华东师范大学将在临港新片区陆续导入学校生物医药、空天信息等与临港相关产业关系紧密的未来学科和专业，集聚海内外人才，开展国际创新协同，共同携手逐步建成华东师范大学临港校区。（心安临港注：目前华东师范大学是教育部直属的全国重点大学，位列国家“双一流”、“985工程”、“211工程”。华东师大目前有普陀、闵行2个校区，总计约3105亩；全日制本科生约1.6万人；知名校友包括：韩正、李源潮、王沪宁、殷一璀、董卿、刘翔、王征、杨德广、刘烨、程正迪等）。
华东师范大学选址的确定，意味着新校园范围内原规划的A13-07医院、C02-04商业及其他科研用地将会取消或另外选址。
